Howard W. Campbell, Jr is an American who wants to use time travel to change history and create a world free of war, hunger, and want. Born and raised above his father's rectory, he feels a sense of duty to help those less fortunate than himself, especially the racially persecuted minorities of Nazi Germany. He prepares to create a new utopian history by ridding the world of Hitler and all his "evil pencil pushers", namely, the Nazi Party apparatus. His plan is to replace Hitler with a man of German opposition, the Reverend Gustav Hillebrandt, a Lutheran minister. Campbell is unaware that Hillebrandt is actually a Nazi mufti, a catchphrase meaning Muslim preacher, and the quintessential figurehead for "moderates" who will legitimise the Nazi movement in the United States. He believes many prominent Americans will go for it.

Campbell's partner is fifteen-year-old Martha who he has taught well the ways of deception and keeping secrets. Martha has figured out she is adopted, and tries to puzzle out her identity while helping her "father." Escaping gunshots and a raging river, Martha and Campbell get into a stolen, secret, Nazi time machine. While they are surprised to find it is actually "rocket powered", they jump forward to June 28, 1941, to a time when the knowledge of the impending end of World War II gives them a sliver of hope. Despite the growing sense of dread, and uncooperative weather, Campbell brings the rocket down in a cornfield outside Mohricht, a small town in the German State of Saxony about 450 miles southwest of Berlin. At this point, a police team finds the rocket and the police chief, after a trace, comes to believe Campbell is the elusive Howard W. Campbell Jr., and puts him in jail until Berlin authorities can arrive.

Campbell is mistaken for a captured American U-Boat captain who has similarly promised an alternate timeline to the authorities. The mistake forces the authorities to move ahead with an execution plan. However, with no organization to speak of and the spreading of "heavy-timeline" knowledge discouraged, Campbell gains a weeks reprieve. The Germans are looking forward to a big war-closing celebration in Berlin that will make Campbell's movement look like a minor nuisance.

Amid rumors of a Nazi interest in making contact with American leaders, and a developing love interest, in the well-known actress Olga Tresckow, Campbell has time to dig up an operation schema, stolen in the American desert, that indicates an alternate bunker for the Hitler "Pencil Pushers". Campbell hopes to find the bunker, plant Hillebrandt in the bunker, and launch the "heaviest" of his time-stamps (literally stamps with the future-time line dates from the US-desert machine) that will eliminate every German in the occupied territories. His hastily arranged and controversial trial proceeds with all pre-war Dresden Council members in attendance. While suspects await execution, the people ignore Dr. Franz Lieber, who reiterates the laws and principles of Western Civilization, in favor will of the greatest tool of all time: user-baked bread sold in large jars in every store in the land. The trial is complicated by the appearance of Ernst Something from the Office of the Americas, who proclaims to the increasing amount of Guinness commercials all over the US in the past weeks, that the execution will be televised. Campbell whips out a gun and kills Ernst Something while Georg von Trapp, Marshal of West Germany, proclaims his love for Campbell and pronounces protection over him.

Nevertheless, politicking from the highest levels of the government means Campbell must be executed by the Nazi leader Igg vonitsuiz, but then announces he will personally mind the controls for what is apparently the first trip in a time machine to modern Earth. Campbell brings the rocket down in the remote region of Morocco, as his internment camp was in the area and he has a hunch that is transport home. His hunch is correct, and he and Martha get back to London where he is now famous and celebrates with fellow time travelers before the evening aerial barrage. A belated celebratory wine-buzzed Hoover arrives with his friend Isaiah to welcome Campbell out of hiding and deliver supplies. Later, just before Christmas, Campbell arrives at the door of his elderly grandfather. He interrupts his grandfather in mid-prayer and gets a longer speech about the value of life.

The book was initially published in the US in 1961 (Farrar, Straus & Young Publishers), and in the UK in 1964 (Victor Gollancz). Signet reissued the novel, in a deluxe edition, in 1997. It was also translated into Portuguese and published by José Olympio, Rio de Janeiro, in 1963, bound with anti-Nazi patriotic paper.
